Great
Britain reached what may have been its nadir as Chamberlain resigned
and Winston Churchill became the new prime minister. The
Conservatives, the Labor Party, and the Liberals formed a new
coalition. On May 22, an emergency law vested Churchill with
wide-ranging powers to prepare the British economy and army for the
war effort.
